Dear Scott,

I spoke to you this morning about the

case of Mr. Soohorukoff.

The French Consul General rang me up at

the end of last week to say that Mr. Soohorukoff

wanted to go to France, and that before he could

be granted a Visa for that country the French

authorities required a recommendation on his

behalf. The French Consul General had rung up

the Colonial Office because Mr. Soohorukoff's

Nansen Certificate had been obtained through the

ment Hong Kong Governor, but our connection with him

is purely as an intermediary.

As he was formerly in the service of the

British Municipal Council at Tientsin we feel that

he is really more your affair than ours.
